How to reduce stigmatization
and promote labor market integration of people deprived of liberty?

Rules

Objective

The objective of this call is to support the development and implementation of innovative solutions that help overcome the limitations associated to social stigma and labor discrimination of people who have been in prison and to promote their social and labor marketintegration.

Beneficiaries

• The direct beneficiaries of the projects have to be adult or youth, women and/ormen, currently in prison or already released from prison, as well as their families if applicable.
• A good solution and a successfulintegration ultimately benefit the whole society on multiple levels: With regards to security (less recidivism), economically (byturning them into contributors for the economy and for their families and by ceasing to be a burden ofthe prison system) and socially (by encouraging a culture of empathy and being able to give a second chance). Scope

The proposed solutions can be local or regional - in Latin America and the Caribbean - and can address the problem of employment and stigmatization either specifically or take a more general approach.

The solutions

• The proposals may be on different levels of maturity: idea, design, or an already implemented pilot project.
• They have to demonstrate a clear idea of the problem, an implementation plan, a budget proposal and information on the sustainability of the proposal.
• The suggested focus areas are:

Design of technological solutions

We seek ideas that innovate in the use of technology to solve this problem. How can we use technology to reduce social stigmas and/or promote reemployment?

Entrepreneurship, innovation and networks

How can we direct the entrepreneurial and creative spirit of people in prison and those released towards business opportunities with potential for growth? How can new networks be created for them?

Communication and marketing for social change

We seek ideas that address this challenge using audiovisual or journalistic projects or communication and social marketing campaigns that take an innovative approach.

Education, training and employment

We want to connect the supply with the demand for labor. In what areas can we train people in prison and those already released? How can we connect them with new job opportunities?

Research, legal and public policyanalysis

We need to generate more knowledge about social stigmas and access barriers for the labor market faced by people released from prison. Do you have a research proposal?

Eligibility criteria for participation

• The participation in the call is free.
• Natural and legal persons may apply: individuals, businesses, foundations, NGOs, marketing and communications agencies, journalists, public institutions, universities, teaching and research institutions and social entrepreneurs etc.
• The financing contract for the selected solutions will be signed with an individual person representing the proposal. The person must:

  • Belong to one of the member countries of the Inter-American Development Bank.
  • (The member countries are theborrowing and non-borrowing countries)
  • Have a minimum of 18 years of age when applying.
  • Have a university bachelor's degree.

• We reserve the right to take thefinal decision overgranting or refusing to sign the contract with the project representative if there are serious doubts about the ability and willingness to implement the pilot in the time,manner and within the budgetagreed.

Jury and selection criteria

• Proposals with incomplete application forms, with videos of more than 90 seconds or representatives who do not meet the eligibility criteria will be discarded.
• A jury will select up to 3 solutions according to the criteria listed below.
• Each proposal will be reviewed by at least 2 members of the jury.
• The jury will be composed of specialists from the organizing divisions IDB (Competitiveness and Innovation and Citizen Security),expert researchers in the field, representatives of the group of beneficiaries and (social) entrepreneurs.

The selection of the jury will be based on the following criteria:

  • Innovation, creativity and originality
  • Institutional viability and financial sustainability
  • Impact and scope of the solution
  • Replicability and potential

Priority will be given to proposals that:

  • Are conducted in partnership with local organizations
  • Involve beneficiaries in the innovation process
  • Use technology as a tool to facilitate the dialogue or makeita main part of the solution
  • Have one of the 5 most voted videos
  • Present a realistic budget

Application

To apply with your proposal you have to:
1. Fill out and submit the online application form
2. Upload a video of up to 90 secondsthat presents your proposal

The video

We are not only looking for innovative ideas but also for the best way to present themin order to raise awareness of this issue and of this invisible population:

  • All applicants must present their proposal in a video of up to 90 seconds in anattractive way.
  • For people who present research proposals the video is optional, but can provide extra pointsin the evaluation by the jury.
  • You do not have to appear personally in the video.
  • Proposals that are among the 5 most voted videos will receive extra points in the evaluation by the jury.
  • Please be aware that having the most voted video is not a guarantee for receiving funds.

No solo buscamos ideas innovadoras, buscamos también la mejor forma de presentarlas y queremos generar conciencia sobre este tema y esta población invisible:

  • Todos los postulantes tienen que presentar su propuesta en un video de hasta 90 segundos de forma atractiva.
  • Para las personas que presentan propuestas de investigación el video es opcional pero aporta puntaje en la evaluación por el panel de jueces.
  • No tienes que aparecer personalmente en el video.
  • Las propuestas que cuenten con los 5 videos más votados, recibirán puntos extra en la evaluación por el panel de jueces.
  • Ojo: tener el video más votado no te asegurará recibir el financiamiento.

The process:

1. Upload your video in the available field on the application form and provide it with a title/name of maximum 6 words. [Accepted formats are: .mov, .mpeg4, mp4, .avi, .wmv, .MPEGPS, flv, 3gpp, webm]

2.All videos will be posted on this website of the call Liberando Ideas and will be available on the playlist Convocatoria BID: Liberando Ideasof our IDB Competitiveness and Innovation account on You Tube

3. The counting of votes will be measured by how much likes each video has on You Tube:Votingwill be open between July 20 and July 25th. The times will be announced on the websitein due course.

Financing

• A maximum of 3 proposals will be selected by the jury.
• Each proposal will receive funding of between US $ 5,000 to US $ 10,000 for the pilot implementation of its solution.
• A financing agreement for the pilot implementationof the selected proposal will be signed with the individual representative.

Deadline

The deadline to apply withyour proposals and video is Monday July 18 at 2:00 pm (Washington DC).
